Is kayaking in the UAE legal, maybe offshore and in the mangroves?
am planning on getting an inflatable kayak, can I just set up and head out, or do I need to obtain permissions, license etc?

check with the coast guard info phone number , in some areas it is not a good idea to use a kayak as there are high waves and sharks , if you were heading to open sea. In the protected areas you can go but you are not supposed to dump anything or remove animals from their habitat (like you can’t take a turtle home or fish-out some species out of season), if the coast guards catch you doing that you will have to pay a heavy fine.

It might not be allowed, because Mangrove trees are in dangerous decline due to excessive shore line burying. I know many spots in the Gulf that have a protected status, so check with the environmental authority as well as the coast guard to make sure.
